Our client is a fast growing highly profitable multinational biopharmaceutical company with an exciting pipeline of drugs, undergoing a major expansion of its biologics facility in Ireland

Job Description

The Integrated Facilities Lead will manage the Integrated Facilities Management (IFM) department and allocated resources for our new state-of-the-art- single use multi-product biotech facility in Ireland. This facility will manufacture enzyme replacement and antibody-based therapies.

Key responsibilities will include the standing-up and management of the IFM contract with a third-party service provider, management of non-GMP facilities and utilities, management of energy and sustainability programmes, vendor management and facilities EHS programmes. Hire and build team capabilities to affect future breakthrough business solutions. This is a key role at the plant within the Engineering organisation to help create value for our patients.

FUNCTIONAL MANAGEMENT

Provide strategic leadership and oversight for IFM activities at the Biologics start-up facility to meet functional and site objectives.
Responsible for the IFM function, acting as the SME to manage the standing-up of the IFM systems at the site, management of black non-GMP utilities and facilities, establishing and operating the site permitting system, vendor management, developing standards and specifications, programme scheduling, managing customer relationships, co-ordination of IFM maintenance and shutdown activities, business continuity planning, record and data management, CQV support, conducting investigations, forward planning and competent in financial and budget management.
Scope of responsibility to include; site soft services, black utilities, facilities, GMP cleaning, site security, laundry services, help-desk, building management, fire systems, building maintenance, energy and sustainability, site permitting, electrical, gas, water and wastewater utilities, waste management, gas systems and refrigeration plant and lab services. The IFM model is flexible and other appropriate services maybe included in scope in due course.
Key participant on the site operations readiness team interfacing with the projects team to ensure that the project is delivered in accordance with the agreed scope.
Working with Global Engineering Team to design, implement, deliver and sustain best-in-class IFM programmes, multi-skilled technical team, equipment life-cycle optimisation and appropriate performance metrics.
Enshrines safety, quality and operational excellence culture as a value within the Facilities Team and ensures that these programmes are sustained.
Build a high performance multi-skilled Facilities team and culture through effective talent acquisition, onboarding process, training programme and guides.
Leads the Facilities department in establishing and meeting targeted site and Tech Ops objectives, ensuring department objectives are aligned, translated to all and visually managed to drive performance results.

OPERATIONAL AND TECHNICAL SUPPORT
Provide facilities and technical support to ensure stable, efficient and robust operations at the site.
Develop and manage escalation plan for routine and out of hour's emergencies, and response for facilities team.
Execute selection and manage facilities service contractors and suppliers to ensure effective services, cost, and compliance with requirements.
Active participation in the commissioning, qualification and validation programme.
Maintains the plant technical areas in an inspection-ready, GMP compliant state.
Responsible for timely updates of achievements and challenges. Works collaboratively on resolving obstacles and building relationships so as to maintain a highly effective and productive work environment.
Support the Site Engineering team in maintaining an effective lifecycle process for IFM assets ensuring maintenance excellence and a robust reliability programme.
Specify the functional requirements for the IFM systems and work collaboratively with the IFM team to ensure that the service meets business needs.
Liaise with the Manufacturing Teams and internal/external Support Groups to ensure the fulfilment of production targets and overall equipment effectiveness.
Own the installed IFM systems with respect to reliability, availability, technical capability, functionality and OEE performance.
Establish and manage an ongoing improvement plan to drive value and optimise services.

FACILITIES MAINTENANCE

The Facilities Lead will collaborate with Manufacturing, Facilities, Process Development, Automation, Quality Assurance, EHS, Global Engineering, Maintenance, Validations and Engineering teams in developing requirements and recommendations for system modifications, upgrades, retrofits and replacements.
Manage the facility projects and s facility programmes by following a systematic approach in accordance with financial and business requirements.
Accountable for the design, commissioning and delivery of facility projects.
Provide appropriate leadership and structures to ensure plant facilities and equipment design, commissioning, qualification and validation is executed per requirements.
Develop and implement robust processes to drive an environment of right-first-time.
The Facilities Lead will utilise Operational Excellence tools and techniques in completing designs, implementing technical solutions and resolving complex problems.
Strengthening the overall maintenance leadership and organisational capabilities in area of responsibility.

Person Spec

Essential:
A minimum of a Bachelor's of Engineering degree or equivalent.
At least 8 years' experience in the biologics and/or pharmaceutical industry.
Proven people manager and leader capable of developing people and teams with at least 5 years of people management experience.
Proven ability around identifying and eliminating inefficiencies and implementing innovative technological solutions.
Proactive at keeping current with the latest technologies and maintenance practices.
Strong operations support background ensuring value added and effective maintenance contribution and oversight.
Must be a team player prepared to lead, work in and embrace an interdependent working culture.

Desired:
A relevant postgraduate qualification in Building Management, EHS, Facilities Engineering is desirable.
Operational Excellence/ Lean Six Sigma qualification or competency in leading, training and/or implementing root cause analysis and effective investigation practices.
Track record of effective facilities leadership in a multi-national organisation.
A background of working in advanced automated manufacturing operations with integrated sophisticated processes.
